The Ministry of Land, Infrastructure and Transport announced on June 6th that they have issued a legislative notice for amendments to the enforcement decree and regulations of the Passenger Transport Service Act. These amendments set specific requirements to allow the rental of camping vehicles, also known as RVs. The revisions include three main points: regulations on the types of camping vehicles included in rental business vehicles, improvement of garage securing standards for car rental businesses, and improvement of the vehicle registration certificate return system for taxi transport businesses.
According to the Mobility Policy Division of the Ministry of Land, Infrastructure and Transport, the legislative notice period is until July 19th. After review, they expect to promulgate and implement the changes around September. We can say that the legalized RV rentals will be possible from September.
Upon examining the final draft of the partial amendment to the enforcement regulations posted on the Ministry of Land, Infrastructure and Transport's legislative and administrative notice, we find that the existing car rental business only applied to passenger cars and vans. As a result, they could not include special-purpose vehicles like RVs in car rental businesses. The aim is to include camping special-purpose vehicles in the law to make them eligible for car rental businesses. To achieve this, they are amending Article 67, Clause 4 of the Passenger Transport Service Act Enforcement Regulations. Clause 4 of Article 67 specifies light special-purpose vehicles, and Clause 5 specifies small special-purpose vehicles, each applying only to camping vehicles as defined in Article 30-2 of the Automobile Management Act Enforcement Regulations.
From September, rental car companies will be able to rent out converted RVs. Originally, with the amendment of the Automobile Management Act, not only vans but also trucks and special-purpose vehicles could be converted into RVs. However, the range of rentable vehicle types was not expanded, so if someone wanted to use an RV converted from a special-purpose vehicle, they had to either purchase or convert one themselves.
Now, with the law amended, RVs converted from special-purpose vehicles can also be rented. This includes RVs converted from small or light special-purpose vehicles under 3.5 tons [7,716 lbs]. Large special-purpose vehicles are excluded from this provision. The age limit for vehicles that can be used in rental businesses is set at 9 years, excluding older RVs.
With the amendment allowing RVs converted from special-purpose vehicles to be included in rentals, we can say that consumers now have a wider range of choices.
